Senior Sustainable Livelihoods EU Aid Volunteer in the Philippines

This position is one of 6 Volunteer positions that Caritas Austria is advertising under the REACH project (EU Aid Volunteers: Caritas European Action for Resilience and Effective Humanitarian Response). The REACH project is part of the EU Aid Volunteer (EUAV) initiative, and is funded by the EU?s Education, Audiovisual and Culture Executive Agency (EACEA). It is a 24-month project aimed at strengthening local capacity for disaster preparedness, disaster response, protection mainstreaming and resilience-building, through the deployment of motivated, capable and qualified EU Aid Volunteers to work alongside experienced and talented staff on the ground. The Austrian Caritas Central is looking for a Senior Sustainable Livelihoods EU Aid Volunteer in the Philippines from 2.7.2018 until 30.6.2019.

Ihr Aufgabenbereich:

Technical support

  • Work closely with the Livelihoods Coordinator and DRR Coordinator to provide technical assistance to NASSA/ Caritas Philippines and assigned partner DSAC in the implementation of the livelihood activities
  • Provide technical support in the technological development of resilient, sustainable and climate change adaptive livelihoods program applicable to the context of the country
  • Ensure that livelihood technical support provided is fully integrated with the Community Managed Disaster Risk Reduction and Community Organizing into all project activities of NASSA
  • Assist the Livelihoods Coordinator in the conduct of site visit to monitor and evaluate development of livelihoods program at the DSAC level
  • Support the Livelihoods Coordinator in the development of livelihoods proposal, activities, logframe and budget
  • Collaborates with all other units of NASSA/ Caritas Philippines with the supervision of the Livelihoods Manager Coordinator in the implementation of the livelihoods program

Capacity Building

  • Assist in facilitation in organizing and conducting livelihoods trainings for NASSA/ Caritas Philippines
  • Assist in the strengthening of the Community Based Organization on livelihoods management and development
  • Provide technical support in the documentation and application of livelihood practices


  • Assist in identifying and establishing contacts with relevant organization and stakeholders in relation to the NASSA/ Caritas Philippines livelihoods interventions
  • Ensure good coordination and working relationship with other units of NASSA/ Caritas Philippines, partner organizations and other stakeholders involved in program implementation


  • Attend to other functions as assigned and needed by the organization
  • Participate in the volunteer appraisal evaluation that will be administered every 3 months of the volunteer deployment

Before deployment to NASSA, the selected EU Aid Volunteer will complete:

  • A joint 2-day induction with all selected EU Aid Volunteers across the REACH consortium with Caritas Europa in Brussels;
  • A 3-week apprenticeship/induction in the Caritas Austria Office, Vienna, Austria between 22.5.-30.6.2018. The apprenticeship will provide a solid grounding in Caritas Austria’s organisational mandate, values and ways of working;


Wir erwarten:

Required Competences:

  • Experience as agriculturist or Agro- Aqua Economist
  • Knowledge in Entrepreneurial skills
  • Knowledge on product development, marketing and branding
  • Experience in working with internationally funded programs including coordination, reporting and monitoring
  • Experience in working with faith-based/ church organizations
  • Excellent interpersonal and communication skills, a strong capacity for effective teamwork, as well as the ability to work independently with a minimum of supervision; strong relationship - building skills, evidence of strong analytic skills
  • Excellent spoken and written English
  • Managing oneself in a pressured and changing environment (cultural sensitivity)
  • Flexible and active personality
  • Willingness to travel frequently
  • Computer skills
  • Basic knowledge of law and economy
  • Driver’s licence


Wir bieten:

Working and living conditions:
The EU Aid Volunteer will receive a monthly allowance, as set by the EU:

  • €541,36 per month whilst in Austria
  • €355,31 per month whilst in the Philippines

In addition, s/he will also be provided with accommodation; return flights; pre- and post-deployment health check-ups; visa and vaccination costs; health insurance; a resettlement allowance at the end of the deployment; and basic equipment, including laptops and phones for work, for the duration of the deployment. Transportation, accommodation and per diems will be provided for all work-related travel.

Shortlisting and interviews are expected to take place between 3.4. and 6.04.18.
